NIV Appointments Now in Country of Citizenship/Residence Only

On September 6, 2025, the Department of State (DOS) updated its instructions for all applicants applying for nonimmigrant visas (NIVs). Effective immediately, applicants must schedule their NIV interview appointments only at a U.S. consular post in their country of nationality or residence.
If the location of the visa interview is based on their residency, applicants must be able to demonstrate residence in the country where they are applying. Unless their residence is elsewhere, nationals of countries where the U.S. government is not conducting routine nonimmigrant visa operations must apply at the designated location for nonimmigrant visa processing, as outlined in the DOS’s instructions.
Exceptions will only be made for humanitarian or medical emergencies or for foreign policy reasons. Applicants for diplomatic visas are exempt from the requirement. While the instructions state that existing NIV appointments in third countries “will generally not be cancelled,” it remains to be seen whether the NIV applications to which these existing appointments relate will ultimately be approved.
The new DOS guidance regarding NIV appointments comes after it announced on August 28, 2025 that all immigrant visa applicants must generally attend interviews only in the consular district designated for their place of residence or country of nationality.
