Trump Administration Ends Immigrant SSN Issuance Program

Without public notice, the Trump administration has halted the Enumeration Beyond Entry program. First implemented in 2017, Enumeration Beyond Entry is a joint program between the Department of Homeland Security and the Social Security Administration that permits foreign nationals to request a Social Security number and card on certain immigration forms. These forms include: 

  1. Form I-765 – Application for Employment Authorization; 
  2. Form I-485 – Application for Adjustment of Status to Lawful Permanent Resident; or 
  3. Form N-400 – Application for Naturalization. 

Currently, the application forms for these categories have not yet been updated to reflect this change. However, applicants will no longer receive a Social Security number or card through an immigration application using one of these forms. Applicants must now visit their nearest Social Security office in- person to complete the request for a Social Security number.
